ENVIRONMENTAL MANAGEMENT REGULATIONS AND PROCEDURES FOR PETROLEUM BUSINESS PROJECTS

Compliance with environmental regulations is a mandatory requirement for petroleum business projects, including new developments, existing facilities, and expansion projects. Below is the roadmap for environmental documentation and protection works according to current regulations.

1. Environmental Documentation (To be completed before construction)

Depending on the project's scale and characteristics, businesses must implement one of the following two types of records:

  • Environmental License:

    • Required if the project generates domestic wastewater $\ge 20 m^3/day$.

    • Required if hazardous waste (CTNH) exceeds $100kg/month$ or $1200kg/year$.

    • The license must be granted at least 10 days before the commencement of trial operation.

    • Trial Operation: Businesses must notify the trial operation plan 10 days in advance; upon completion, environmental monitoring must be conducted, and a result report must be prepared. For expansion facilities, this applies to capacity increases or changes in treatment technology.

  • Environmental Registration:

    • For projects not subject to an Environmental License.

    • For projects where wastewater is fully collected into a centralized regional treatment system.

  • Oil Spill Response: This is a mandatory component during the environmental documentation process for petroleum businesses.

2. Environmental Protection Works

During operation, businesses must ensure the following protection works are in place:

  • Waste Management: Proper sorting, collection, and storage of domestic solid waste (CTRSH), ordinary industrial solid waste (CTR CNTT), and hazardous waste (CTNH). A waste collection contract with a licensed unit is required.

  • Wastewater Treatment: Installation of treatment systems or oil separator tanks for wastewater. Ensure the operational quality of treatment and perform periodic monitoring as regulated.

3. Periodic Reporting

Businesses are responsible for regularly preparing and submitting the Environmental Protection Work Report to the management authorities.

  • Law on Environmental Protection 2020.

  • Decrees and Circulars providing detailed regulations and guidelines for implementation, including any amending or replacing documents.
